Commercial New Construction

Investing in energy efficiency is just good business

Build in energy savings before construction starts. Whether it’s new construction or a major remodel, you’ll save on energy costs plus add investment value to your property. Alliant Energy’s Commercial New Construction program offers a source of energy expertise to encourage energy efficiency in building design and construction practices.

Five easy steps to an energy-efficient project
  1. Application – The design team or facility owner submits an application form to pre-qualify the project. This should be done as early in the design process as possible. Contact your Alliant Energy strategic account manager, call the Business Resource Center at 1-866-ALLIANT (1-866-255-4268) or download, print and complete the screening form: Commercial New Construction screening form [PDF].
  2. Screening – Alliant Energy screens the project to verify that it meets program guidelines.
  3. Acceptance – If the project is accepted, Alliant Energy’s energy design consultants facilitate a series of energy design meetings with the design team to develop optional energy conservation strategies and the estimated incremental cost of each strategy.
  4. Consultation – The energy design consultant provides a final energy design report to the owner and design team describing implementation, energy savings and simple payback of each strategy.
  5. Implementation – The building owner and design team choose those strategies that will be incorporated into construction.

Two tracks to meet your needs

Custom Track is ideal for projects with energy goal in mind and enough time to integrate new ideas and strategies into the design. Buildings designed in this track are typically modeled to achieve energy savings of 30 to 40 percent better than the State of Iowa Energy Code.

Enrollment: Schematic or early design development

Energy savings required: 15 percent better than State of Iowa Energy Code

Basic services: Energy modeling for efficient strategies as selected by owner and design team, review of construction documents for inclusion of strategies, site verification and monitoring of select installed strategies.

Custom Plus Track is intended to help building owners or developers achieve energy savings of 40 to 60 percent better than the State of Iowa Energy Code.

Enrollment: Space-type programming phase or just following architect selection

Energy savings required: 40* percent better than State of Iowa Energy Code

Basic services: Energy modeling for efficient strategies as selected by owner and design team, review of construction documents for inclusion of strategies, site verification and monitoring of select installed strategies.

This track will also provide modeling for one of the following:

  • Leadership in Energy and Environmental Design (LEED)
    (Energy & Atmospheric Credit 1)
  • ENERGY STAR®
  • 2030 Challenge
  • Federal tax credits or other energy goals

* Custom Plus Track projects that do not achieve a minimum of 30 percent energy savings better than the State of Iowa Energy Code may receive a reduced construction incentive to offset some of the additional energy design assistance costs associated with early energy modeling and daylighting analysis unique to this track.

Design team incentives

The Commercial New Construction program offers a design team participation incentive, based on the square footage of the building. It’s intended to offset all or most of the expense associated with working with our energy consultant. The consultant’s role is to facilitate design team collaboration on various energy-saving strategies.

Alliant Energy-IPL offers the following design team participation incentive:

Construction Incentives

The more energy you save the more incentive you earn. Construction incentives for electric usage range from six cents per kilowatt-hour (kWh) for 15 percent savings to 19 cents per kWh for 60 percent plus savings above Iowa Code. For natural gas usage, construction incentives range from 60 cents per therm for 15 percent savings to $1.90 per therm for 60 percent plus savings above Iowa Code.

Construction incentives are structured to significantly reduce the estimated incremental cost of qualifying high-efficiency strategies.

Construction Incentives chart, read text above for details

A minimum energy savings of 15 percent better than State of Iowa Energy Code is required for construction incentives to be awarded. Incentives will be paid to the owner/developer upon receipt of the final energy verification report.

How do I qualify?

  • The Commercial New Construction program is available to retail electric or electric and natural gas combo customers of Alliant Energy-IPL (gas only customer are not eligible).
  • New commercial buildings and building renovation projects must be located within the Alliant Energy-IPL service territory.
  • A minimum energy savings of 15 percent better than State of Iowa Energy Code is required for construction incentives to be awarded.

If you participate in the Commercial New Construction program, your project will be ineligible for other Alliant Energy-IPL energy efficiency programs. Projects that are not enrolled in the Commercial New Construction program may still qualify for standard or custom rebates for heating and cooling systems, lighting and other energy-efficiency measures.
